INEC and the two JEGAS

There are two JEGAS. One in INEC and the other is in the PRESIDENCY. The latter one is JONATHAN EBELE GOODLUCK AZIKIWE. It is somehow coincidental that both somehow need each other. The latter appointed the former to probably oversee a violence-, rigging-free election in which the latter is expected to feature. Is this not a case of scratching one's back.
